The Amended Codes of Good Practice as well as the aligned Sector Charters have introduced additional indicators to the Skills Development Element. Understanding these new indicators and the applicable methodology utilized for scoring is crucial. Thrive have developed the below toolkit to assist you.

Composition and Measurement principles of the Skills Development Element:

Depending on the size of your organization and applicable B-BBEE legislation your Skills Development will incorporate a combination of, or all the below indicators:

Measurement Indicator Measured Against
Skills Development Expenditure in the Learning Matrix for Black People Leviable Amount
Skills Development Expenditure in the Learning Matrix for Black Disabled Employees Leviable Amount
Number of black people participating in learnerships, Apprenticeships or Internships Total Number of Employees
Number of unemployed black people participating in learnerships, Apprenticeships or Internships Total Number of Employees
Bonus Points: Number of Black People absorbed by the Measured and Industry Entity at the end of the Learnership programme Total Number of Unemployed Learnerships Concluded

What is the Leviable Amount?

The leviable amount is the sum of the monthly Skills Development Levy paid (as reflected in the EMP 201) for the 12 months of your fiscal year * 100.

What is considered as “unemployed”?

Anyone who currently does not have work and is either seeking employment or has not taken steps to seek employment.

Mandatory Sectoral Training may not be claimed as Skills Development. What is Mandatory Sectoral Training?

This is training that a company must embark on despite the existence of the Codes, as it is mandated by other pieces of legislation. i.e. occupation and health safety training within the construction sector.

What is considered “absorption”?

The number of unemployed learners that have been employed or moved to a learnership with a higher NQF level once their current learnership has been concluded.

The above definitions serve as guidelines from customary practice.  We always recommend confirming the alignment of interpretations with your applicable verification agency.
